The legal basis for providing and exchanging a passport containing biometric data of a citizen of the Republic of Armenia is defined by the Law of the Republic of Armenia "On the Passport of a Citizen of the Republic of Armenia" .

The basis for issuing a passport in return for paid services is defined by the decision of the Government of the Republic of Armenia of December 11, 2008 N 1465-N

The eligible person to apply:

  • A citizen over the age of 16 submits an application for a passport in person.
  • Disabled people of the first group have the right to receive a passport based on the application of the representatives. In this case, the citizen's disability certificate or a notarized copy of the certificate shall be attached to the application.
  • A passport is issued to a 16-year-old child based on the application of one of the child's parents or another legal representative. In this case, a document certifying the fact of being another legal representative is attached to the application. If the parent or legal representative cannot submit the application in person, the authenticity of his / her signature on the submitted application shall be notarized.

The grounds for refusing to provide the service:

  • the applicant has not submitted the documents required by law;
  • the applicant is not registered in the state population register;
  • the applicant has submitted obviously false documents;
  • the applicant has not submitted documents drawn up in accordance with the requirements of the legislation;
  • there is a written objection of the parent of the minor under 16 years of age, with whom the child resides on legal grounds;
  • There are inaccuracies and (or) contradictions in the documents submitted by the applicant ;
  • the applicant is wanted for committing a criminal offense;
  • In the documents submitted by the applicant , there are deletions that are essential for providing (exchanging) a passport (name, surname, patronymic, date of birth, month, year, data on parents, place of birth, period of deferment to the conscript, etc.), or deletion are the main conditions of the document (series, number, signature of the official, etc.).

Appeal procedure:
The rejection of the application may be appealed to a higher administrative body or court in accordance with the law.
